The United Nations held the first United Nations conference on the human environment in Stockholm, Sweden, on June 5, 1972, with 113 countries and regions including China.

The meeting discussed contemporary environmental issues and strategies to protect the global environment. The Meeting adopted the Stockholm Declaration on the Human Environment, the United Nations Declaration on the Human Environment, and a plan of Action for the Protection of the global environment with 106 recommendations. The delegation of the Chinese government participated in the drafting of the Declaration, and put forward a 32-word policy which was personally approved by Premier Zhou: "Comprehensive planning, rational distribution, comprehensive utilization, turning harm into benefit, relying on the masses, making efforts by all, protecting the environment and benefiting the people". The Declaration defines human rights and obligations with respect to the environment. Conference calls "for this generation and future generations and protect and improve environment, has become a pressing target", "this goal will be to strive for peace and the world's economic and social development of the two established to achieve the basic goal of the common and coordination", "the governments and people to maintain and improve the human environment, the benefit of all people and future generations and effort".

It was suggested that the opening day of the conference be regarded as "World Environment Day". The 27th Session of the General Assembly held in December of the same year decided to designate June 5 as "World Environment Day".
